Sigmar's Heirs HGS Submod

Description
Balances all Sigmar's Heirs effects from tech, skills, buildings, and items in line with Hecleas Grand Strategy.

This is a big one so please let me know if anything is missed. Be familiar with the two mods separately before leaving balance complaints however. Theres alot of tables to adjust but i think i adjusted most everything Hecleas would.

You need both Sigmar's Heirs main file and assets. Check the links in the description
