Adds the buildings:
-Grand Itinerant Court
-Itinerant Court
-Urban Court
-Religious Court
-Noble Court
-Rural Court

These are all incompatible with eachother and will block eachother's construction.

Yeah, the values seem a bit high, if you don't want the constant "feedback", perhaps make it changeable in settings or do a "lite" version too.

Like the idea and do want the ability to institute some limited "courts" elsewhere as an extension of the current "court".
