⭐ Metropolis&Megalopolis Upgrade – Enhanced City System
Megalopolis Upgrade – Enhanced City System expands the vanilla city progression by adding a new location rank between City and Megalopolis: Metropolis.

The goal of the mod is to make urban development more meaningful, balanced, and rewarding throughout the game — instead of instantly jumping from a City to a late-game powerhouse.



🏛️ New Location Ranks

Rank Type Purpose

City Vanilla Standard developed settlement
Metropolis NEW A large major city — stronger than City, but not overpowered
Megalopolis NEW The ultimate late-game urban giant


🌐Compatch released for Extended Authority – Forts & Bailiffs.
Fixes missing Castles / Stockades / Cathedrals inside Metropolis & Megalopolis.

⚙️ Progression & Balance

Metropolis is now the intermediate step toward a Megalopolis
→ More capacity, more buildings, more population — but no hard limits.

Megalopolis becomes rare and expensive, truly representing the greatest cities in history
→ High population + high development requirements
→ 5000 gold upgrade cost
→ Expanded goods demand
→ Limited per-province (auto-downgrades if capital changes)


🧠 Province Capital System

To prevent abuse (e.g., forcing multiple Megalopolises per province):

If a Megalopolis is located outside the Province Capital,
and the Province Capital later changes, then
→ The old Megalopolis will downgrade back to a City after 1 month
(ensuring only one true Megalopolis per province)

🎨 Polish & Visuals

New custom icons for Metropolis and Megalopolis

UI text updates for clarity and immersion

Compatible with current game version.
Save-game compatible (upgrading may require one month tick).


3️⃣ Better RGO → City Transition (Community Tweaks Integration)

In the base game, promoting Town → City inside RGO provinces sharply reduced RGO % and made the region inefficient.

This mod integrates logic inspired by Community Tweaks, ensuring upgraded urban areas keep reasonable economic performance:

RGO scaling reduced only to ~80%–70% Max RGO Size instead of collapsing

RGO provinces upgrading to City/Town remain usable, productive, and logical

Much more realistic rural → urban transition simulation

This results in stronger city building, better regional development, and a more natural economic curve.

some institution require spawn point location as city, yet I've already upgraded my capital city as Megalopolis, as a result, I'm not able to take the spawn point at first place

• Fixed missing icons for Metropolis & Megalopolis on the map.
• Updated illustrations — both tiers now correctly display as city status instead of rural.

It seems that the illustration of megalpolis is not shown correctly —— there's only a palace and dockyard remain in the figure of city

Are you by any chance running the game with “Extended Authority – Forts & Bailiffs”?

turned my capital into a metropolis and it destroyed my fortifications i had ther, also can build new fortofications

@Zabi Yep, that’s exactly the issue. Extended Authority – Forts & Bailiffs edits the fort system, so you don’t see forts in your game.
If you take a closer look, you’ll also notice that you can’t build Cathedrals either — same reason.

I’ll release a compatibility patch within ~20 minutes.
After that, you’ll just need to download it and place the compatch below both this mod & Extended Authority in the load order. Then you should be able to see Castle / Stockade / Cathedral again.

You may have to rebuild them though, because the game probably removed every Cathedral / Fort in every Metropolis due to the missing building type.

I’ll let you know when the patch is up. 👍
