Starter pack is a 1 time use quality 4 item which spawns 3 random items (possibly including 1 trinket) from a transformation or items that share the same theme (for example: all technology items)

Item only appears in shops and requires RGON
(FORGOT TO MENTION BUT HAS A RARE CHANCE OF SPAWNING IN THE STARTING ROOM)

No weight was added so it's as common as any shop item in the pool (that's how isaac works, quality barely affects spawns most of the times)

The same question applies to u

Do u have rgon (repentogon) and are u on rep+ or rep. Oh and another mod might be causing issues but its probably not that
