描述
New building: [Rx]Thermal Reactor — Generates high amounts of Power using Fuel, while also releasing heat to support terraforming.
Operates outside domes and requires no water, as it’s fully recycled in the process.
Output can be manually adjusted by the player (variable power slider).
Main stats:
Power production: adjustable, up to 25 units/s.
Fuel storage: 30,000 units internal tank.
Secondary effect: increases global temperature (+25/sol).

New tech: Martian Thermal Reactor – unlocks the building.

Where do I find it to contruct? Bought the blueprint, but I can't find out where to make it. Or does the blueprint just unlock the tech to research? Because I don't see that anywhere either.

You need to adjust the Reactor Power yourself. In the Infopanel you have a cursor to adjust the power, so you can control the fuel consumption and electricity production.

For some reason, even though I have fuel, this thing will not take it so does not turn on.
