Thanks for putting up this fix! Countries are still too eager to accept the emperor's demands though due to some bugs in the acceptance logic.

I made a mod based on this one that address it:

1. Releases countries instead of giving land to the emperor
2. Fixes the opinion modifier (so AI accepts if they like the emperor, not if the emperor likes them)
3. If the target country accepts, they get a -100 opinion modifier on the emperor that decays over 25 years. Otherwise, the emperor can just repeatedly demand territory back from the same country with no repercussions.
