I always considered that the specialty buildings effect being local was just wasted potential thats why I tweaked for them to give both local and global effects.

This modifications are only for the Sengoku Jidae campaign so it should not conflict with anything else


Also, thanks MaxRavenclaw and Lawojin as their mods serve as direct inspiration for mine
