描述
Interested in taking advantage of Russia's tier 1 flavor content as Kyiv, claiming the mantle of the Rus instead of the anachronized and latinized 'Ruthenia'?

Well, guess what: This is actually possible in the base game because Ruthenia is in the Russian culture group. However, the decision does not appear unless you move your capital into the Ural. Russia, or Steppe region.

This mod adds the Ruthenia region to the Russian formation requirements, allowing it to be formed more easily as Kyiv. The threshold required has been adjusted down accordingly.

Not Ironman compatible, sadly, but it is still possible to do Kyiv->Russia in ironman as explained above.

As I noted in the description, you actually can form Russia as the Ruthenian tags, the option is just not obvious.

I'm not going to have any nationalistic nonsense in the comments; further comments about this have been removed. The Rus is the shared heritage of Russia, Ukraine, and Belarus.

People reported and called out the anachronism back when the dev diary came out

But the "respectful disagrees" and crypto-ultranationalists fabricated the evidence to sway the devs... Sigh
