Adds the North German Confederation as a formable for any North German nation. This gives you something to form in between your eventual formation of Germany. :)

@Jayshua_Pixel this does not include prussia because there is no need for it to. you can form it as prussia if you want to anyway. the north german confederation was northern german of the previous german confederation (which prussia was not part of, or at least its baltic east prussian part)
