Servitor Starting Industry Fix

Rogue Servitors start with their second zone being specialized in mixed industry, with an additional consumer goods building located within the zone. The result is an obscene amount of consumer goods at the game start, with paltry alloys.

An event at game start fires, replacing the mixed industry zone with a foundry zone and moving the consumer goods building to a nexus building slot.

If you have the Obsessional Directive civic with Rogue Servitor, your industry will not be modified.
