The early Breach - European Mandala

This small Mod gives Players an early gimpse at Ten Thunder Mechanics by enabling a way to play with Mandala Government outside of Southeast Asia.
It's basicaly the same Decision with a small twist, but only available for Counts. The easiest way to try it out is start with a coustom character and give them Gallowsbait in Ruler Designer.

I also added changes to the "Become Admin" Decision, basicaly limiting the Byzantine Administration to Greeks .( and Frankish Culture for compatibility with my Undead Mod)
This enables playing with Merit Mechaniks more outside of Asia. Also Yamato and Han can adopt their special Government Types now anywhere on the Map.

Especialy for designed Rulers you will be able to start with more different Governmets anywhere on the Map if you use the "Player Always" Option for additional Admin Realms from Roads to Power.
