"People from outside City 17 have slowly began getting their way in through illegal means, some through smuggling and some through the canals. Of course, the numbers of these immigrants rose up during the uprising, brute forcing their way in and causing havoc upon any combine unit they come across.

Some of them fight for freedom, Some are simply trying to find a place to survive.. and some are from a terrorist group whose purpose is to target and kill units like the metropolice alongside any remaining loyalists. Funny how they all share a common enemy now, imagine how hectic this would've been if it WEREN'T about the combine."

My take on the rebels, less tactical and more focused on looking like people living poorly and working with scraps of whatever they can find. They're not exactly the most organized groups but they managed through it all and work together to help with the Lambda group.

..at least that's how I would explain it lore-wise, in my headcanon the moment you leave city 17 these most of these people are never to actually be seen again. Sad, I know, but that's just how it is.

Medics blend in a lot more with the crowd but generally have a lot more protection on them, reason for this is because I'd imagine rebel groups considering them the most important assets to keep around, hence anything they find that could work as proper armor are mostly given to their medics in order to keep them alive long enough to take care of the rest of them.
