All Under the Emperor

A simple mod that changes how the 'Consolidate Land Under Heaven' CB works to make it play a bit better with the Dynastic Cycle and Celestial Gameplay

Changes:
- Only usable by a realm with it's capital in de jure China
- Usurps rather than vassalises all non-celestial vassals within de jure China (it's the Emperors land, not yours)
- Forces the defender to release any tributaries whose primary titles are under de jure China (mainly for any Mandala/Horde govts, so that you're not forced to go to war with the same realm several times over)

- Prestige cost scales with the size of the defender's relam rather than the attacker's.

Overall, this should make China a bit more fun and less of a slog to reunite, and should help the AI do it somewhat more consistently as well as avoiding China being eaten up by whatever realm nearby happens to be moderately powerful.
