Manchukuo, officially the Empire of Great Manchuria, was a Japanese-controlled puppet state carved out of the northeast regions of China during the Second Sino-Japanese War. Both a breadbasket and an industrial hub of the Japanese Empire, Manchukuo was integral to fueling the Japanese war machine as it expanded across Asia. Though nominally ruled by the last Qing Emperor, Puyi, true power remained with the Kwangtung Army and militarists within the cabinet.

Leader: Puyi

The Kingly Way: Social Policies are 2% cheaper for each copy of a Strategic Resource being traded away. Adopting a Social Policy in a Branch opened by a friend grants a burst of Production in all Cities, scaling with their progress in that Branch.

Type 94: +20% Combat Strength vs Gunpowder Units, but -20% vs other Armor Units. May choose Promotions from the Scout tree. May attack twice if at war with an enemy that has fewer Armor Units. Does not require Oil. Replaces the Tank.

Shale Plant: Provides 2 Oil after researching Biology. +10% Production towards training Armor Units. Does not require a Workshop. Replaces the Factory.

So that's Puyi's Qing China!

Looks like it is nearly come to this. One of the Chinese factions during the Second Sino-Japanese War.

Apparently, Puyi may assert his country, declare an Independence war against Japan, and then later on to wage war against the KMT, the Warlords and the CCP, in an effort to restore the Qing Dynasty
