Salvo Chainfire Fix

This mod fixes a bug where upon launching torpedoes, the player has the ability to add tubes to a salvo while the salvo is in the process of launching, notably by marking a pre-flooded tube.
Additionally advanced users can modify the launch delay from the skipper saying 'Los!' and the delay between\after a torpedo launches.

Savegame compatible and uninstalls cleanly.
