Anbennar More Lucky Nations

Add the lucky nation modifier to more AI countries at the game start, so there will be around 16 lucky nations around the world instead of only 8. The tags for the lucky nations are taken from Anbennar own file stating alternate lucky nations. The Anbennar mod by default already create new lucky nations if a region is deleted, so this mod only ensures all alternate lucky nations also have the buff if AI.
