Minor Artifact Purchasing Reborn

描述
Stole the Minor artifact Purchasing Mod and updated it. Thought some folks other than me would Enjoy It. Increases the Caps of influence and minor artifacts just like the old mod, though I extended the cap for minor artifacts a little more(12000). Of course also enables minor artifact trading on the market. Put at the end of your load order.

@B1nary Parr0t Cool deal I was looking for this or a comparable mod. and none of them were up to date. LOL I get it I just hopped back into playing stellaris yesterday for the first time since 4.0 dropped. I think I have some tweaking to do on my mod I made but I don't want to figure it out yet
