1. Being able to have many minions scale far too well with whip tags, especially for low damage, fast attacking minions like the Blade Staff
2. Increasing minion cost may hinder early game if your finch/flinx staff rolls that modifier and you dont have enough slots. It is also rather hard to compensate the cost increase properly. You might think an ~100% damage increase would cover it, but that ignores whip tags and potential debuffs the minions may apply.
examples;
Two versions of swarming -> one with even more minions but further reduced damage.
An opposite version where the slot usage increases, but it drastically boosts damage and size; e.g. damage +120%, Slot Usage +100%, Size +50%.
