Civil Protection tweaks [Gmod Port]

This addon was originally made by Percy So all credit goes to him.

If original creator will ask me to delete this port then i`m gonna have to.

What this does:
New, seperate envmap mask, with corrected positioning on the UVs (no more specular bleeding on the eyes)
envmapcontrast to slightly reduce the shine of the texture. (Current value: 0.1)
Self-illum mask and new eyes: Allows for a 'blue-eyed metrocop' look in dark areas, and regular reflective eyes in light areas
