[4.1] Endless Virtual Pops Fix

Fixes the bug that causes endless legions of virtual pops to spawn and tank your economy by doing nothing.

This bug does appear in vanilla, but in limited amounts. In modded gameplay however, this can happen rapidly, as seen in the image above.

This mod is a small event override to kill those extra pops.

No extra performance impact, as it piggybacks onto the existing virtual events.

Overwrites the two events that handle creating and killing virtual pops. I'm not aware of mods that overwrite those two events.
Put near the bottom of your load order.
