Headgear falls less

Heavily reduces the chanceToFall parameter for all items that can fall off your character.

For most items it's reduced exactly by half, for some it's slightly less (from 50% to 30% for cowboy hats, for example), for stuff that's supossed to sit tightly on your head (ski googles, respirators, military helmets), it's down all the way to 5%. I tried to follow common sense there.

If you want to disable items falling off completely, you should go get Johnny Dollar's "Hats and Glasses Don't Fall", or dane's "Headwear Won't Fall" mod.
