Ikko Ikki monk bugfix

For some reason, the Ikko Ikki monk does not gain rank bonuses from holy sites or their final tier of temple. Yet in the DB, there is a row specifically for Ikko Ikki monk rank increase, but as far as I could tell, no entity made use of this. Also, the Ikko Ikki monk only has 20 movement range compared to the normal monk that has 30.

This mod fixes these issues. Now, granted, this could have been an intentional balance decision from CA considering the Ikko Ikki's unique rebellion mechanic, but to me, it felt weird that a faction whose identity is tied to monks and religion has their agent so gimped.
