Double Max Hero Pool (Confirmed Working!!!)

Doubles max hero pool, if you set max hero pool to 12 then max hero pool will be 24. If you set to 16, max will be 32. Minimum stays the same, you will see a even distribution of athletes with hero pools from 6-32.

Works on existing saves but only affects newly generated athletes, so best to use with new game. Don't use it with other mods that affect hero pool.

I slightly modified the cost of hero pool expansion to be more sensible. My cost changes work with training cost modifiers, so if it is too expensive, decrease the training cost in your settings.
