Blacksmith the Bestie

Preserves affix roll quality when using "Increase Item Level" at the Blacksmith. By default, it maintains the proportional quality of your item modifiers when leveling up, so good rolls stay good and bad rolls stay bad.

The default item leveling functionality gives a random increase. ~20 hours mindlessly clicking at the Hellforge was enough for me.

To enable cheat mode (not recommended) and maximize all modifiers via Blacksmith, you can configure this mod by editing the config file located at:
C:\Users\[YourUsername]\AppData\LocalLow\ATATGames\Ghostlore\blacksmith-bestie.config.json
Set the JSON property:

The mod automatically creates the config file when you start the game with it enabled, but you need to edit the file manually, close the game, and restart it to see the changes.

Backup your saves before using this mod.
