She also offers various forms of aid at no apparent cost, such as skilled leaders or unreasonably powerful armed science ships—all you have to do is ask. So, what is the reason for all this?

Alternatively, the Rocivian Empire civic allows you to experience a different yet intersecting story from a more conventional perspective. In "The Fallen Spear" storyline, you will interact with a less powerful Stellar Regulator Array and her creators through a seemingly tailored event chain. You will expand using basic technology, explore and uncover the secrets of the stars, strengthen your empire with a series of legacies, and ultimately, face unexpected enemies or be led astray.

Known Issues


  • The fleet interface button for building starbases incorrectly uses the cost of a starhold. As a workaround, you can right-click the system to build a starbase.
  • Fleet power values can be excessively high. But only the AI relies on fleet power to judge strength, right?
  • Some mechanics that rely on Game Rules may not function due to file overwrites, but this is a minor issue.
  • If character portraits are missing in dialogue, please go to the appearance customization screen to reset them.
  • Portraits may flicker when loading. This is a limitation of how portraits are displayed using buttons.
  • The scroll wheel does not work in the special dialogue UI. Please use the scroll bar on the right side of the dialogue box.

The crisis difficulty levels are scaled to accommodate a vast range of power levels, from standard gameplay to near-cheat levels, so almost everyone can find a challenge. However, most of the time, the outcome of wars will be entirely determined by your decisions, as other empires lack the strength to effectively participate. The mod uses a highly simplified numerical system with values far exceeding those of the base game. If you do not want to just bully the AI, you can try creating a custom empire with the Stellar Regulator Tech civic and force-spawning it in your game.

This mod is fully compatible with other mods. Any vanilla files that are overwritten have been implemented with low priority. Mods that have severe conflicts with StellarRegulator Array are not considered compatible.

hi so whats the different between Rocivia Empire civic story and normal stellar forge story?

The question has been answered in the main mod, to make AI use this player need to manually edit each AI empire so they have Stellar regulator civic for them to use the forge decision on their planet.

Will make AI much more powerful but not useless whe facing the crisis especially modder crisis.

Btw howdo I make AI empire can use this stellar forge tech? I already pick the option All will use it at the start of the game but it seems so far I didn't see my neighbor using stellar forge decisions, I peek on their planet and they still normal planet, do they need to have the ascension perk chosen before using it? Or their civic need to be that of stellar forge?

I see so the blue lady is not just there for story it also sells technology, ehh it's probably too late now the crisis already spawn this game is lost. maybe next I'll browse the menu

@Virsia Also get the Spear of the Stars super-flagship.
To get it first talk to Stellar Regulator and request a Base, it will spawn a new system with a colonizable Stellar Nexus.
Colonize it to increase your astral thread storage limit to 80k.
Once you saved up 80k astral threads talk to Stellar Regulator again an initiate a special project to deploy a Spear of the Stars. Then research that special project.
Finally reconfigure the Spear of the Stars (by clicking its button on the situation list) and have it equipped with auras that can buff your ships and/or debuff your enemies.
The Spear of the Stars has a lot of very powerful abilities and will help even the odds. Use it as a spearhead.

@Virsia First of all don't use vanilla ships to fight them unless you have ACOT or other mods that increase their slots.
Assuming you only have this mod (no Gigas/ACOT/etc), you use the tier-4 starlight technology ships and components (they get researchable at lategame; you can also get them prematurely by talking to Stellar Regulator and requesting access).

Also there's already a warning that a crisis will spawn if you spawn and complete the archeological dig-site, you probably missed it.

It's billion not million.
The weapon in this mod is rather weaker side like battleship spinal weapon only deal 6800 DMG max, is this geared more toward multiplayer perhaps?
