vB Tweaks: Fortified Tribunal

描述
The Furtive Tribunal. She-Who-Is-Three. The Three-In-One. They were the only Voice leader in the demo and.... I didn't like them back then. The labs penalty is crippling, the ability meant to offset it doesn't feel good to use, the bonus didn't feel terribly impactful, and the summon has an extremely limited lifespan. Ultimately, I decided to do some reworking for the faction... and largely failed. Still, while I'm not happy with the results, I'm happy enough to share.

Dark Omen
- Range increased from 6 to 9
- Shared Vision moved from tier one to tier two.

The ability to reveal units within six tiles of your city is... well I like it, but it doesn't do much, not really. In no small part because your city already has a vision range of six tiles. I decided to buff this ability by simply giving it a bit more range. The Blindsight upgrade still adds another +6, making the new total 15 (up from 12).

I did try modifying the Shared Vision, so only Furtive Tribunal units benefit from the increased attacks (because it makes sense), but couldn't get it to work. As for the tier move, it's because...

Whispers of the Voice
-Designated Ingress moved from tier two to tier one.
-Mandated Compatibilism reworked, now reduces cooldown to 1 turn.

Ugh, this one. It's just... not fun. Trading influence for research 2 to 1 is an awful, awful trade. Even fully upgraded, 1 to 1, it's not amazing - 80 research every 5 turns is 2.67 labs' worth... assuming for some you placed them absolutely no bonuses, so it's much closer to between 2 and 1.25. It's that bad. Plus you need the influence to feed it, and the Tribunal has no good sources of that...

So yeah. Early game, this ability was too expensive, late game, it was too weak. My first idea was the ability scales with time - either its effect increases each turn you don't use it, or its cost decreases, letting you get "free" (or very efficient) research early game if you're willing to wait, and spam it lategame when you have influence to burn. Ultimately, I failed, and just couldn't get the "The Whispers Grow Louder" effect work. I settled for making it a competitive source of t1 research (to remove that awful feeling of needing to use it unupgraded), and a expensive but fast way of booming research lategame.

The Outsider
- Modulated Harmony reworked, now removes Summon trait.

This one's a no-brainer. You can summon a mind-control unit, with timed life, so whatever you spent so much effort to grab is free. Meanwhile, Unseen Prophet just permamently and instantly steals a unit and doesn't even need to spend research on it. I tried introducing some mechanic to make the cost scale with how many Dreameaters you have on the field, or scales their upkeep, but again, I failed. Something of an unfortunate running theme.

The Pulled Thread
- Quest failure gives a permanent reward now.

Oh god, the quest. It has such a unclear fail trigger, and for the longest time, it gave absolutely no mechanical reward whatsoever - you become a living god in the eyes of your people and your reward is NOTHING. Well, it was, it got changed to.... a truly pitiful amount of Influence. I decided to change it, to offer a meaningful alternative to the success reward, which is a free Phenaris Hunter unit every 10 turns.

Headquarters
- Weapons replaced with personalized ones.

Once more, a personal taste change. I like each leader having their own defenses, and in the Tribunal's case, they're allowed to be stronger than most, to offset her being generally weaker elsewhere. Rather than rely on crude weapons, the Triune crushes their enemies with their mere presence.
