binary amount of armies, fleets and edicts for every mod (DeI included)

hey there
a lot of you rioted because of the low amount of armies any faction can wield...
some of you rioted because of the low amount of edicts...
and I was asked for something like this by internal_memory (for the armies) and Dunkle (for the edicts)
this mod changes that drastically.

on the lowest Imperium level it's now at max. 4 armies and at the highest level the cap is at 512 armies, increasing in the way of binary.
the same with fleets.
the lowest cap for edicts is at 1 now and at 32 max. (I didn't want to give an empire 64 edicts)

compatibility: likely no mod changing the same table. meaning: mods changing the Imperium stuff will not be compatible.


ALSO: it is advised to use the 41 unit banners by theliquid8or and follow his instructions on how to play with 41 unit armies.
furthermore it's advised to use my mod "Imperial bonuses" so that you and the AI may be able to sustain such huge and numerous armies in later game periods.


works for ALL campaigns (now for the spartan one as well)
works for Vanilla, and should for EVERY mod out there.
