Helmets that look like Hats

Currently adds the ability through use of workbench, to convert the looks of the Riot Helmet into the look of several different hats from the base game. It also adds the ability to do the same with the Camo Combat Helmet with the respected camo hat variants (aside from the Camo Cowboy Hat right now). There are also recipes to revert the hats back into their helmet look. All protection values should be the same as vanilla.
