Set All Edicts via Decisions

Allows you to set all state edicts at once via decisions.

1. A "Set All Edicts" decision that will open a list of available edicts for you to choose from, then applying the selected edict across all of your sets.

• Not Ironman Compatible.
  
• Will not now work with mods that add/remove vanilla edicts.
  
• I may add compatibility patches upon request.

This is essentially a less customizable version of what is found as part of the Quality of Life Interface Tools mod. I made it because because that mod breaks some of the interfaces when used with the P2KE mod. So this is a simpler version made to be more compatible by using decisions instead of UI elements.
