If you simply want to form Europa, or want to play as the French Republic and actually get missions, then play this mod. For the French path, play as France until the Age of Reformation and keep below 3 stability. Within 20 years, an event will fire "French Peasant Rebellion". From there, unite France, dismantle the HRE, and become the European Federation. From there, you can create colonies in Africa and challenge the Britannian Empire, if you have that mod installed. You can change your country name, depending on government, and you can unite all European cultures into one culture group.
