Trade Company Management Decisions

Adds some decisions to make managing large amounts of trade companies much easier.

1. Add all eligible provinces that are not in a state to trade companies
   
2. Decisions for purchasing as many of each type of trade company investment as you can afford at once. This currently just uses the base cost for investments, but I may update it to also apply national cost modifiers.
   
3. Settings for enabling and disabling each of the decisions.
   
4. Option to group investments into one decision which will purchase as many of the enabled buildings as you can afford.

• Not Ironman Compatible.
  
• Will work with any mod that does not change which trade company investments are available and their price.
  
• If a mod changes the subcontinents/superregions then the add all provinces to trade companies may not work.
  
• I may add compatibility patches upon request.

All decisions are hidden when there are no valid provinces to add/invest in.

By default all the decisions are hidden except for the settings where you can select what you want to enable.

When using the grouped investments to purchase multiple types at the same time. It will go one province at a time and purchase all the enabled investments in the following order:

Selected Regional Investment → Brokers Exchange → Company Depot → District → Military Administration → Permanent Quarters

Disabled investments will be skipped.
