Non-Aggression Pact Decision

Created from request from a friend of mine,
Merely adds a decision that with enough opinion with another character, you can form a Non-Aggression Pact independently with no need to marry off one of your 4 children.

Opinion bounds are as follows:
95 = Form with any ruler
80 = Form with any ruler, sharing *either* culture or religion
70 = Form with any ruler sharing culture *and* religion
