@tenten - It does not change behaviour or other objects, but learning at school fullfills the learning need of children, so my guess would be that they don't go because of that (?) if it is the reason, and you want it to be different, you can change the "Learning need multiplier (Biotech)" , if you set it to 0 it should be disabled. (0.1 would be 10% of what it is by default etc.)
