Just tested ingame, i can switch the shift time freely, so sorry, can't reproduce your issue

@darksiets2018 Weird, i will look into that issue, also yeah the normal siren of the most police cars is quite loud, if you wanna change it yourself you can switch the file of the UPV or MPV with the desired vechicle in the workshop folder, they share the same name anyway

There are quite a few issues:
1. The shift time setting can't be changed because of this plugin/workshop. It's stuck at 15 minutes.
2. The volume is extremely loud, possibly set way above normal levels. It's overwhelming
