I'm just curious, doesn't the game support collision-less buildings, and buildings that cars can drive through? Is it impossible for a building to be both of those things?

Its colliding with the road above it, you may need to place the portal deeper, or demolish and rebuild the road.

You put them into steep cliff?
Also 'tunnel portal' is the actual name for tunnel enterances.
