Inspired by analog television screens, which used interlacing video to fake increased framerates. Older screens that had poor interlacing could cause lines to appear and comb, as this effect does.

Uses Position-on-Model to adjust itself and spawn based on your hat's size and shape, as well as using Outline Tech to create the rimlight and on-hat interlacing.
