Big Guns Move Slow, i guess

This mod decreases the rotation speed of powerful turrets to make them less effective at tracking and obliterating small craft. The intent is to encourage players to construct a strong point-defence system with gattling turrets, and to make small fighters more viable (and fun!) when used against heavily armed bases and vessels.

This mod has the following effects:
- -25% rotation speed for Artillery Turrets
- -25% rotation speed for Assault Cannon Turrets (large and small)
- -50% rotation speed for Rocket Turrets (large and small, basegame and dlc)

In practical combat, this mod effectively creates a "safe radius" for fighters, where turrets cannot keep up with a fighter moving 100m/s around the turret within a certain distance. These ranges are:
- ~400m for Large Assault Cannon Turrets and Large Rocket Turrets
- ~1050m for Artillery Turrets
