go around the city opening presents until you get a camera



this can take a while sometimes
STEP 2. taking photos
go to all of the webs around the map and use the camera to take a picture of them



up and left of the fulfillment center





far left of the finance tower





down and right of the evaluation center
STEP 3. arresting the criminals
a phone icon will appear if you did it correctly [taking the photos can be buggy sometimes]



now a lasso will appear pick it up



now the game will mark 3 criminals use the lasso bring them to the door of the police station



now you should unlock the new character

this is my first guide so the formatting may be bad feel free to give me tips on that

For anyone who was having a tough time getting the quest to trigger - the web photos are indeed picky. You'll know that the photo counted properly when you hear a little cash register "ka-ching" when taking the photo, so move onto the next one when you get that.
