More Bandits

Adds bandits with their own factions.

Generic "Bandits" act like dust bandits but have different gear.

Looters come in non-malnourished versions that spawn naturally and act like dust bandits, and malnourished versions that only spawn after HN or Empire falls, and they act like starving bandits.

Pirates are found in coastal areas and are always hostile. They have unique dialog.

Barbarians are a Shek renegade faction that are always hostile and act like Berserkers. They sometimes have bounties that can be turned into Hundred Guardians.

Note that some characters wear Padded Leather Jacket (otherwise cut from game)
