Tactical nuclear weapon added.
Significantly increase the 'stall' altitude for aircraft.
Significantly increase the build speed of small munitions

The Nuclear bomb has a 600m kill radius and can deal approx 35% damage
to a carrier with a direct hit. These weapons cost 10000cr and take
a long time to manufacture.

Changes:
- Heavy bomb is now a W61 tactical nuclear gravity bomb
- 20mm ammo production speed 10x faster
- 5000m aircraft height limit (was 2000)
- 25km TV missile range
