Regarding the "CZ" and EU stars on the Euroband, yes, it should be flat, without a 3D effect. I did this intentionally so I could use a lower-resolution texture and mask the pixels that were already visible.
Regarding the holographic sticker:
I know there used to be a green sticker there (probably related to exhaust emissions). After it was withdrawn (if I remember correctly, in 2015), a holographic symbol appeared in its place.
When creating these license plates, I use government regulations; the hologram design comes from those documents.
I may not have accessed the latest ones—it's difficult to find information in a foreign language, especially official documents.
If there are any newer regulations, please provide links to them.
Government regulations, regulations, etc., are most valuable to me.
