Please use the 81 Tiles 2 mod to unlock the entire map. You can still make a small city within the 9 tiles limit but to access the whole map use the mod.

There’s a three-lane highway connection at the edge of the map, which you can access with the 81 Tiles 2 mod. By default, a single 2+2 highway leads into the starting tile.

The map is built for clusters of small compact cities and towns with minimal traffic, where most areas are within walking distance, hence the single highway entrance. If you want to add or adjust connections, I suggest using the Unlimited Outside Connections Revisited 1.1 mod.

Screenshots were taken using the Laviante 2.0 theme and the Real Neutral (Non Relight Colorless) LUT. These are optional, feel free to use any theme or LUT you'd like.
