Fote-Europa Rebalanced

I do like many ideas of Fote-Europa mod, especially the unique character ability and building chains, but extremely high upkeep cost of buildings is a nightmare and lose a part of historical authenticity from my point of view.

In the late 4th century, the big city is indeed harder to maintain, but in many areas especially in the east, the countryside and towns were actually thriving.

The upkeep cost of main city building in the original Fote is not this high, and it also has tax income, but in Europa sub mod the city building only has upkeep cost. I do feel try to find a balance point is a better design, so I add this mechanism back to Fote-Europa which you can have more income than upkeep in a certain level, and it also depends on which culture that you play.

For Roman, higher level town can give more income, but higher level city will require more upkeep cost and eventually higher than income.

For the east, higher level town--lower income, higher level city--more income

For Barbarian, both the income and cost of city and town are lower, but more steady.

I also re-tweak the political level effect, the sweet point should be 50%to70%.

Be aware, although this mod may makes your civil management easier than Fote-Europa, but it also means Ai would have more money to spend on military, so you would see more armies from Ai factions, prepare yourself for total war!
