There are probably issues with workshop downloading. You can try any other recent workshop id starting with 35xxxxxx, for me nothing works. I've downloaded it manually and it works on my codenames insta freeze server.
Try downloading it manually via steamcmd, I don't think there is any issue with this workshop file or any other, just steam download server is broken.
