Remove Supply Lines Upkeep Penalty

What the mod does:
This mod removes the upkeep penalty known as "Supply Lines" which adds an faction-wide upkeep increase for all armies and units if the player is fielding more than one army.

Save game compatible?
Yes! and no...
The way the penalty works is every time you recruit a new army a script "hard codes" an upkeep increase to all of your armies. This mod stops any more upkeep to be applied by disabling this feature through a small db edit. However, any upkeep already applied will unfortunately stay as is. This is the best way to remove this feature without messing with the base game scripts. I tried doing it with scripts at first, but the game (as well as other mods) kept breaking. A small db edit is also the best way to ensure that the mod will work with future updates (unless CA decides to change something drastically).

Although, If you were to start a new game the upkeep penalty won't be applied from the very start of the campaign and you will see the intended results.

Currently works with game version 6.2.2.
