Recommended to play with Better Aerie which fixes creature spawns.

this makes so much sense that i genuinely thought it was already in downpour. thank you, mechanical consistency pleases me greatly.

This should've been integrated into downpour officially as a QOL patch. It makes no sense for it to actually rain in Bitter Aerie or for you to not get cold there, because it's clearly cold and snowy there.
