finaly go to the left of the hospital, thats where the last one lies [you can see it in the fourth image]

when you have destroyed all of the cardboard cutouts a new marker will apear, go to there and you will find a walkie talkie, pick it up and you will be told to kill the ceo's
keep in mind that when you kill one you will instantly be given 5 stars [all 3 of them have 5 health so a gun can 1 shot them so i suggest getting a gun beforehand]

when you kill all of them you will get the character
