Royalty Tweaks: Bestow Fix

Patch for Royalty Tweaks that disables checking throneroom requirements for lesser nobles as a requirement for the bestow ceremony quest, i.e. title rank-up.

It does this by patching the vanilla quest requirements function to first run the throneroom requirements check, which in turn gets patched by Royalty Tweaks to disqualify lesser nobles. It also patches the actual bestowing command to do the same check.

• If you have already assigned a throne to a lesser noble, the bestow ceremony will still require a throneroom regardless of seniority.
  
• The bestowers will use a gather spot for the ceremony.

• Should be compatible with all other mods.
  
• Safe to add or remove from ongoing saves.
