Copy of that one CS:GO video
it probably slightly set on transparent but you can set it all the way if needed.
You also need to have the Xbox Game Bar and extension for it to work:
1. Install Xbox Game Bar from the Microsoft store

2. Install Crosshair X from the Microsoft store

3. open Game Bar by looking through your search bar and opening from there or press Windows key + g

4. click the mouse on the top located near the time, battery, and cog

5. finally pin the Crosshair X extension, and adjust the size

To center the finger into the middle you have to adjust the correct scale (I have mine at 0.6) you want with through the Xbox Game Bar (mine tales up 1/3rd of the left size of the screen) , and the scale. then go to Position and Size tabi have mine set at -99 X and -97 Y. Ive also uploaded an image of what it should look like (the task bar got cut out of the image)

To make it not transparent you have to go to Designer and then adjust the Opacity. And to make it smaller you either have to adjust in Desighner and then scale, or you need to go to the Xbox Game Bar and adjust it from there
