Smooth Tracking Camera

Tracking cameras can turn smoothly towards their targets instead of having to look directly in the center all the time.

- Speed: Set how fast the camera tracks its target. 0.0 disables the smooth tracking.
- Scale By Distance: Turn the camera more slowly when its target is further away.
- Velocity Influence: Point the camera to where its target will move to instead of where it is. Unless you're doing some cool cinematic shots, I'd leave this at 0.

This should work fine in Multiplayer regardless if other players are using this too.

I expected something like this to have already been made, but there didn't seem to be anything like this when searching "smooth camera" or "tracking camera." So I did my own.
